By now we are all familiar with the Motorola and Verizon OTA update process by now. On the first day, one to 3,000 will receive the first waive as a means to test that the update will work with the rest of the masses. After that first 24 hour testing period the update rolls out to more with that additional number repeating each day until everyone has received it.
If today by chance was the first day I think it would be safe to assume the update would roll out over the air to the smaller number first without the ability to force it to your phone until at least after the first 24 hour period.
